DOJ Issues New Guidance on English as Official Language: What It Means for Language Services

On July 14, 2025, the U.S. Department of Justice (DOJ) released new guidance directing federal agencies to scale back “non-essential” multilingual services, pause the LEP.gov website, and increase the use of AI-powered translation. The guidance follows a March 2025 Executive Order declaring English the official language of the United States.

According to the DOJ, the goal is to streamline processes, ensure consistency, and redirect resources toward English-language education. While these changes expressly aim at efficiency and cost-effectiveness, they also represent a significant shift in how individuals with limited English proficiency (LEP) may access essential government services.

Key Elements of the Guidance

  • Audit for Reduction of Multilingual Services; Agencies are directed to review current language services, identify “non-essential” multilingual documents and resources, and create plans to phase them out.
  • Pause on LEP.gov & Related Resources; Public-facing language access materials, including LEP.gov, will remain on hold pending a 180-day review and updated DOJ guidance.
  • AI & Machine Translation; The DOJ encourages the use of AI-based translation tools to reduce costs and increase efficiency where human translation is not deemed necessary.
  • English-Language Education; Some funding will be redirected to programs designed to promote English acquisition and proficiency.
  • Agency-directed English-only;  Agencies are not required to eliminate all multilingual services, but are urged to evaluate where English-only communication may be sufficient to meet their mission.

A Historical Shift

This policy represents a departure from Executive Order 13166, signed in 2000, which required federal agencies to ensure meaningful access for people with limited English proficiency. For 25 years, the DOJ played a lead role in ensuring language access compliance. The July 2025 memo now signals a move away from that framework.

While the DOJ’s expressed intent is increased efficiency, the changes could have broad effects:

  • Individuals with Limited English Proficiency (LEP) may experience reduced access to translated government forms, notices, and services in education, healthcare, and civic participation.

With so many things happening at the government and policy level affecting schools, you may have missed some good news that dropped this week. On July 22nd, the U.S. Department of Education released a landmark “Dear Colleague” letter. If you’re leading a district in 2025, it’s worth a close read. For the first time, the DOE has officially given the green light to use federal grant funds, both formula and discretionary, to support artificial intelligence tools that improve student learning outcomes. And that opens a new door for innovation in your schools.

But the DOE isn’t just handing out a blank check for any AI-driven product that promises big results. Instead, they’ve laid out a focused, thoughtful roadmap for how AI can, and should, be used in K–12 education. Here’s what you need to know.

What the DOE AI guidance actually says

The July 22 guidance outlines three approved categories where AI tools may be funded:

  1. AI-based instructional materials: These include adaptive platforms, personalized learning supports, and tools that adjust in real time to student needs.
  2. AI-enhanced tutoring systems: Think hybrid human-AI models, scheduling platforms, or intelligent tutors that supplement classroom instruction.
  3. AI for college and career advising: This covers tools that help students explore pathways, navigate financial aid, or identify risks early.

The DOE also emphasized the principles of responsible AI use, which include:

  • Being educator-led
  • Upholding ethics and accessibility
  • Ensuring transparency and student privacy

According to the guidance provided, the attempt has been made to highlight that this really isn’t just about using AI. It is about using AI well; in a way that truly supports great teaching and learning. As a nearly 30 year educator and someone dedicated to supporting systems-improving K12 solutions, I want you to have good information about how to choose solutions that not only meet the guidelines but will support the priorities you have for your students.

Best practices for choosing AI tools

As district leaders, here are some “filter” questions to ask yourself and your leadership team when considering new tools under this guidance:

  • Does the tool solve a real instructional or communication challenge in my district?
  • Is the tool accessible for all learners—including multilingual students, students with disabilities, and those with limited tech access?
  • Can I trust the company’s data and privacy practices to protect student information?
  • Does the tool enhance human connection rather than replace it?

To my point about alignment with your school district’s priorities for your students: Can we measure its impact on learning, belonging, and opportunity?

The best AI tools are much like books, don’t judge by the cover or who has the best, most engaging marketing or “flashiness”. Stick to the questions above to ensure the tools are effective and inclusive. Choosing tools that are teacher-empowering is also essential. In my years in education, it became very clear that “what’s best for kids” includes engaged and empowered teachers.

The summit featured talks from Google, T-Mobile, Qualcomm, and KORE Wireless, who all play a part in Social Mobile’s overall offering. Getting the right partnerships is important to offer a tailored, turn-key solution to enterprises, whether that is providing the underlying software from Android to the hardware solutions powered by Qualcomm’s Snapdragon chipsets. Connectivity also plays a crucial part in the overall management, which is why Social Mobile also partners with T-Mobile and KORE Wireless to provide wireless connectivity and managed IoT solutions. The key takeaway was that hardware, software, connectivity, and fleet management solutions all need to work intertwined and seamlessly for enterprise customers to excel.

The event also featured in-depth case studies, from Aventiv Technologies’ need for a custom hardware solution designed for correctional environments, to VeeOne Health’s requirement for wearable biosensors designed for remote patient monitoring for substance abuse, and TranslateLive’s need for a portable solution for real-time, in-person translation. Each example highlighted how Social Mobile could customize its devices to clients’ needs and go from launch to deployment is less than six months.

Beyond the informative sessions, many companies present at the event wanted to potentially switch over to a customized device solution in the future. These companies recognize the value in bespoke solutions as they specifically address their current pain points and needs more accurately than off-the-shelf devices. The enterprise mobility space is not a one-size-fits-all model and companies like Social Mobile seek to address this issue.

The future of enterprise mobility is changing rapidly, especially with the recent rise of GenAI. While there was some talk about how GenAI via Gemini can help enterprises, Social Mobile did not have a strong emphasis on this yet. Customers are currently interested in solving their own pain points through custom hardware solutions. However, Google mentioned a statistic from a 2024 study on GenAI ROI during the Summit, highlighting that 74% of organizations that leverage GenAI report profit within a year. Social Mobile should strengthen its relationship with AI service providers to integrate and optimize their solutions for Social Mobile’s hardware, as paying enterprise customers can help guide future developments in the space based on their specific needs. CHANDLER, Ariz. – The City of Chandler was named a winner in the 2025 International Data Corporation (IDC) Smart Cities North America Awards for its Real-Time Instant Language Assistant (ILA) pilot.

In 2024, Chandler completed a six-month pilot program offering instant language translation device services in more than 10 city departments and 20 divisions throughout the city. The intent was to enhance communication and service levels for residents ensuring the overall customer experience was inclusive, useful, and engaging. Real-time language translation enabled city staff to easily have immediate conversations and on-demand engagement with residents and the public, regardless of language or ability.

During the pilot, more than 560 face-to-face communications, spanning 2,269 minutes in real-time conversation, occurred, with the average exchange taking around 4:15 minutes. The greatest take away from the pilot was the enhanced customer experience for the city. Feedback collected from participants showed that the ILA service was easy and useful.

The pilot proved to be wildly successful for the City of Chandler. The Mayor and City Council have approved long-term funding for an enhanced communication technologies program to deliver 60 Instant Language Assistants and support services throughout the city over the next three years. As a first mover in the region introducing real-time translation services, the city is driving a regional movement for inclusivity, respect and diversity long into the future.

“At the heart of diversity, equity, and inclusion is access—and the Instant Language Assistant pilot was a powerful step toward making our city services more accessible to all its residents, regardless of language or ability,” said Niki Tapia, City of Chandler DEI Officer. “This recognition by IDC affirms Chandler’s commitment to creating a more inclusive and connected community, and we’re proud to lead by example and set a new standard for inclusive communication in local government.”

Improving city services with translation technology! The City of Tempe is testing Instant Language Assistant devices from TranslateLive to help non-English speakers access services more easily. With support for 200+ languages, these devices ensure inclusive and secure communication for all residents.

The city of Tempe has launched a new pilot program to break down language barriers with the help of AI-powered technology.

In a city as diverse as Tempe, where over 30 languages are spoken, making sure everyone is heard and understood is essential, a city release stated.

The city of Tempe is introducing three Instant Language Assistant devices, created by Translate Live LLC, to help residents who are not fluent in English communicate more effectively when accessing city services.

These devices can translate conversations in real time across more than 200 languages and dialects, from Arabic and Hindi to Mandarin and Spanish.

“Everyone in the city of Tempe deserves to be understood when accessing city services. This is another step towards making Tempe more inclusive and equitable,” Mayor Corey Woods said in the release.

Running from February through October, the pilot program will test these devices at:

  • Escalante Multi-Generational Center – Helping community members navigate recreation programs.
  • Tempe City Manager’s Office – Supporting communication with Tempe City Council staff within their offices and at public meetings.
  • Monthly Rotation – A third device will rotate between departments. The device will be at the City Clerk’s Office through mid-March then move to the Tempe Public Library.

Each interaction with the device includes a short survey, allowing users to share their feedback and help assess the program’s effectiveness, the release detailed.

The devices are HIPAA compliant and feature end-to-end encryption, ensuring that all conversations remain private and secure. This guarantees that residents can communicate with confidence, knowing their personal information is protected.

“This device makes it easier for residents to participate in meetings and activities that can directly impact their neighborhoods and their city. It allows us to remove barriers to inclusion,” Dr. Velicia McMillan Humes, Diversity, Equity and Inclusion Director, said in the release.

Residents can start a conversation by simply selecting their preferred language or dialect and speaking or typing. Conversations are instantly translated, displayed on the device and voiced in real time ensuring clear communication.

For residents whose language isn’t preloaded or for those needing American Sign Language interpretation, the devices offer easy access to live translators, according to the release.

This technology also provides accessibility features for people with hearing or communication challenges. Voice-to-text functionality allows individuals with hearing impairments to follow conversations in real time.

This pilot program aligns with Tempe City Council’s commitment to fostering equity, inclusion and strong community connections, the release noted.

By removing language barriers, Tempe is ensuring that all residents have equal access to the services and support they need, as well as supporting the city of Tempe’s compliance with Title VI of the Civil Rights Act, which ensures that individuals with limited English proficiency can engage meaningfully with city services.

By prioritizing equitable communication, the city continues its efforts to provide inclusive and accessible services to all residents.

The pilot program is fully funded by the city of Tempe as part of its broader efforts to promote accessibility and inclusivity.

PHOENIX — The city of Tempe is launching a new program that will test devices that can translate over 200 languages, according to a news release.

The program will introduce three Instant Language Assistant devices that were created by Translate Live LLC. The program will help non-English speaking residents by giving them the ability to communicate better when accessing city services.

“Everyone in the city of Tempe deserves to be understood when accessing city services. This is another step towards making Tempe more inclusive and equitable,” Mayor Corey Woods said.

How do the Tempe devices work?
